Pool Deck - Should we accept peeling paint as Plus 38 Lifestyle?

3 years Plus 38 has been living with peeling paint, mis-colored paint and We Wise and Committee are indifferent. We have heard excuses "cannot paint cause it may rain". "We will get to it". "Khun Wilai, said she will take care of it". Blah blah blah.... Very Sad.....

As Owners we have to bring problems to the attention of Building Management and Committee, who apparently do not notice or not care about existing conditions:

Dear Building Management and Committee Members,

As you remember from General Meeting January 2018, Pool Deck paint was peeling, even after repainting. Which was to be expected because PRIMER was not used by the Painting Contractor. Khun Wilai, assured us that the Pool Deck would NOT peel anymore since the last recoat in November 2017. And If it did peel, she would repaint and make the deck look professional and well maintained.

All year long, paint has been peeling and NO work has been done. Khun Wilai has not followed her guarantee. How will Committee and Building Manager Explain to owners negligence?

The Building Painters see no one cares about maintenance and professionalism at 38 Plus, so they splash paint drops and don't bother to clean. They feel why do good work, when people who manage and live in the building don't care.

When will pool deck be repainted properly with primer being the first coat?

For More than one year, paint has been peeling. Khun Wilai We Wise Management assured us she would properly use primer and repaint. She never did.
