Plus 38 Condo by Sansari

Plus 38 Condo was built in 2004.  It was originally managed by Sansari. There are 104 units in the building.  One and two bedrooms.

There can be 9 owners chosen to serve on the Committee for a two year term.  Unfortunately, there is little interest by owners in the welfare and maintenance of this condo.  Thus this year 2019, only 6 persons were elected to committee.  Part of the problem is a well regulated election is not held at Plus 38, Candidates are not known till general meeting and only the few owners who attend (this year 11 persons, some years even less than this) does not qualify as a representative vote of all owners of Plus 38.  The same people who are on committee continue on keeping their click tight.

The last Committee term led to the resignation of 3 new committee members who could not work within the dictatorial style at meetings.  When the Committee President Thanadit was asked to allow a Energy subcommittee be formed, he would NOT allow it.  This is very sad.

Plus 38 Condo is blessed with an excellent location.  Unfortunately, owners are allowing the deterioration of the building to take place.

The yearly maintenance fees have doubled in cost and in the near future the fees will have to increase again.  Without proper preventative maintenance, energy conservation measures, the finances will be used up.

In summary, Plus 38 is in its waning stages.

Owner's Letter to Plus 38 Condo

Dear committee members

Thank you for all your work over the past year. I am no longer a committee member but would like to share my views. Sadly I will not be in Bangkok for the meeting on Sunday. My apologies for writing in English.

There is a long-term problem with the management of Plus 38. It needs to adapt to modern times. Labour is not cheap any more in Thailand and in order to be efficient we need to do more, with fewer people.

This is normal. Other condos and housing 'villages' are doing the same. For example, I now live in a village in Phra Khanong, and in every management meeting we discuss how to reduce staff, and improve efficiency. Thai friends in Bangkok condos raise the same issues.

If we do not take these steps, the owners will continue to suffer:
- Annual management charge is very high and will go higher.
- Maintenance is poor and will get worse.
- Condo value suffers from both problems, so all owners lose.

I do not think that changing the management company is necessary. It's more to do with how we manage the contract. There are many options. For example, we could: use cameras instead of 2 permanent security guards; out-source the cleaning to a company that comes several times a week, not every day, and uses machines; have a manager in the office only during the morning, not the afternoon; have only one engineer and use the savings for better maintenance.

This would improve the block and reduce the costs, increasing the value of each unit. Everyone will benefit.

At some point these issues will become apparent to more people, as wages rise over time and maintenance becomes a greater burden.

There will always be some people who have reasons to keep things the same but we need to change, and ensure that a minority does not block reforms.

If we cannot decide now, I propose that the 2561 committee looks for ways to make savings by learning from other condos, and then proposes some options to owners 3 months from now.

       Pool Deck - Conspiracy Theory Plus 38

A committee member said contractor wrote in contract that Primer would be used for the pressurised wood.  It was not used.  And immediately paint started to peel.  Building management should have contacted contractor to properly complete job. (Sinful that Building Management did not inspect work to see if Primer was used).  Upon repainted, Primer was still not used.  Again paint peeled off.  Again Khun Supannee did not inspect or quality control contractor work.  Then Committee said it was a weather issue from the rain.  Denying anything to do with the Primer.  Then Khun Wilai, CEO We Wise Management, said she would personally guarantee proper painting with primer in January 2018.  As you can see nothing has been done.  Committee does not care, Managment does not care and unfortunately, few if any owners go to the deck or care.
